The Customs & Trade Technician provides a variety of technical services to support the mission of the Corporate Customs & Trade Compliance department. The Customs & Trade Technician supports the Director and the department by working closely with Abbott sites to address a variety of import/export compliance issues, including tariff classification, customs valuation, FDA inquiries, and other regulatory requirements. The Technician also acts as a liaison between Abbott sites and external parties (brokers, consultants, suppliers, etc.) to facilitate the timely and compliant clearance of import/export shipments.
WHAT YOU'LL DO
Respond to Broker Requests for Information for shipments detained during clearance through US Customs, FDA, USDA and other government agencies.
Delegate issues to site/division personnel as appropriate.
Ensure timely response and resolution of all open requests, in compliance with 19 CFR and 19 USC, expediting the clearance of shipments when possible.
Untimely or inaccurate responses to Abbott's broker directly result in supply chain delays, increased costs, and potential fines, penalties and/or product seizures.
Determine tariff classifications for Abbott imported goods, in accordance with the General Rules of Interpretation of the Harmonized Tariff Schedule.
Document classifications with appropriate diligence memos and supporting records to ensure Abbott's compliance with the "reasonable care" directive of the Customs Modernization Act.
Tariff classification is a highly technical process, and incorrect classification can lead to substantial fines, penalties, and/or product seizure.
Communicate closely with Corporate and Divisional Regulatory groups to facilitate handling of FDA detention notices.
Act as Database Administrator for Abbott's FDA Notices of Action Database.
Provide assistance with export issues, including HTSUS classification and denied party screening, in compliance with 15 CFR.
Keep abreast of latest US Customs, Bureau of Industry & Security, and FDA regulations (attend training, read compliance publications, etc.).
Issue and revoke (as needed) Powers of Attorney for all US Customs Brokers and Freight Forwarders.
Prepare monthly trending analysis of legal/consulting expenses and Customs liquidations.
Perform general administrative duties to support Director, as needed.
The applicant must be able to work independently and effectively in a fact-paced environment.
Must possess excellent time management skills and be able to multitask and reprioritize workload as needed, while still meeting deadlines and commitments.
Must pay close attention to detail and be able to self-check work for accuracy and completeness.
Must possess good communication skills, both verbal and written, and be able to effectively communicate with management and external parties (including brokers, attorneys, consultants, suppliers, affiliates, etc.).
