The position is located in Pathology and Laboratory Medicine Program at the VA Pittsburgh Healthcare System. The Laboratory Manager/Chief Medic al Techno lo gist is responsible for coordinating the full range of clinical and anatomical laboratory services throughout the VAPHS including Ancillary Testing laboratories at both divisions, five Community Based Outpatient Clinics ( CBOCs) and reference laboratory services to nine medical centers in VISN 4. The Laboratory Manager evaluates the quality, quantity and efficiency of laboratory services, including Ancillary Testing site laboratories for the two divisions of VAPHS, Veterans ' Center, CBOCs and VISN 4 medical centers, and in situation corrective actions as needed. He/She evaluates the equipment, personnel, and environment by means of on -site inspections and/or review of reports to ensure that the missions of Program are carried out accurately, efficiently and promptly. The guidelines and policies developed by the person may be used in the laboratories of the ten VISN 4 medical centers. He/She monitors the quality management activities, identifies problems and devises solutions to such problems to ensure continuous quality improvement. The Laboratory Manager implement s short- and long-range plans, schedules, recruiting policies to accomplish goals and objectives of the Program. He/She evaluates work performed by contract reference laboratories to ensure quality, timeliness and approves work for payment. He/She determines authorization for overtime payments and determines whether to perform the work in - house or on a contracted basis. The Laboratory Manager assures compliance with the standards of the accrediting agencies, CAP, The Joint Commission, AABB, FDA, and OSHA with respect to quality control, proficiency testing, safety requirements, and quality management. He/she implement s and coordinates all quality control and quality management programs and assures participation in appropriate external proficiency testing programs for all laboratories, both within the service and Ancillary Testing laboratories. The Laboratory Manager is responsible for overseeing the entire accreditation process from the administrative requirements, preparation of the Program and Ancillary Testing laboratories for inspection, and corrective action on any deficiency during inspection. He/She maintains of the laboratories in a state of readiness for both announced and unannounced inspections. In this capacity, the Laboratory Manager consults with the VA Regional Technologist and Associate Chief Consultant, Diagnostic Services at Headquarters. He/She participates in VISN 4 Laboratory Subcouncil initiatives for monitoring the quality and efficiency of the VISN laboratories. The Laboratory Manager assists the Program Leader in coordinating and conducting accreditation inspections for the College of American Pathologists. The Laboratory Manager is responsible for the recruitment, placement, and other personnel actions for both supervisory and non-supervisory staff for all sections of laboratory. He/She works closely with Human Resources Management service to assure timely recruitment to fill vacancies, including supervisory posit ions , to assure adequate staffing to allow ongoing operation of the Program . The Laboratory Manager prepares functional statements and position descriptions, develops performance and competency standards and monitors performance and competency evaluations. The Laboratory Manager has the overall responsibility for laboratory safety program and ensures compliance with Occupational Safety, Health, and Fire Protection plans by following and enforcing the Medical Center's regulations. In particular, he/she detects and eliminates hazards, initiates immediate action in response to reports of hazards, assures that employees receive training in safety policy and procedures, investigates all accidents and injuries and insures that protective equipment and tools are readily available and used appropriately. Along with the section supervisors, the Laboratory Manager continuously monitors safety and infection control compliance to provide a safe working environment for the employees.
