Serves as the Medical Care Transportation Technician in the Specialty Care Department at the Togus Maine VA Medical Center. THIS OPEN & CONTINUOUS ANNOUNCEMENT (OCA) ESTABLISHES A STANDING REGISTER OF ELIGIBLE APPLICANTS, which closes on 08/1/2023. The initial cut-off date for referral of eligible applications will be 02/1/2023 with subsequent reviews every other week as additional vacancies occur, or on an as-needed basis, until positions are filled. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Required Licenses and Certifications: Paramedics shall possess and maintain current Basic Life Support Provider certification. Paramedics shall maintain certification as a National Registered Emergency Medical Technician (Paramedic). Paramedics shall possess and maintain current Advanced Cardiac Life Support certification. Paramedics shall possess a valid and unrestricted state driver's license. (Do not provide a copy of your Driver's License, this requirement will be verified during the interview process). Basic Requirement/Minimum Qualification) for GS-09: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. ~AND~ Must qualify based on your Specialized Experience and/or Education as described below: GS 9 Specialized Experience: Have one year of specialized experience equivalent to at least the next lower grade level (GS-8) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responds to on-site accidents and other emergencies involving injury and illnesses, sometimes encountering situations which may be life threatening. Determines and prioritizes appropriate medical treatment/procedures and need for additional assistance. Paramedics shall perform patient triage and take/records patient's vital signs as needed. Paramedics perform physical examinations and obtains patient history, assesses status of patient's neurological system, cardiovascular system, circulatory system, skeletal system, orthopedic system, motor and sensory skills, and level of consciousness. Paramedics shall have broad knowledge and skills sufficient to provide and gather information on the human body structure, function, illnesses and diseases, and the treatment procedure supporting patient charting and goals for the assigned patient for the purpose of communicating with the patients and nursing/medical staff members. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two full years of graduate education or a master's degree meets the requirements for GS-9, if it is directly related to the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience directly related to the work of the position and graduate education. (TRANSCRIPTS REQUIRED) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The Paramedics work involves extended periods of heavy moving and lifting of patients in a variety of situations. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients, frequently under adverse conditions or in confined areas. Paramedics may be required to spend prolonged periods in protective breathing apparatus and protective clothing during chemical, nuclear, biological, or hazardous materials incidents/exercises. Work Environment: On a regular and recurring basis, employee is exposed to infection and contagious diseases, is required to work in all types of weather and traffic conditions, and faces risks and discomforts at the scene of accidents, to include the possibility of noxious fumes, dangerous substances, cuts, bruises, etc., requiring the Paramedic to comply with special safety and health precautions and/or to use protective gear. Work may also expose the incumbent to patients who are intoxicated, under the influence of drugs or mentally unstable resulting in belligerent and sometimes violent behavior. ["Duties include, but are not limited to: Makes an independent preliminary assessment of the patient's condition and selects from a variety of prescribed protocols the one that is considered appropriate under the given circumstances. Determines, with due regard to the patient's condition, if and how the patient can be moved and to which medical facility the patient should be transported. Prioritizes treatments for patients having multiple problems and employs a variety of advanced emergency medicine techniques, methods, and equipment during transport to the appropriate medical facility. Administers basic and advanced life support care at emergency scene in accordance with established medical standards, which may include providing advanced cardiac life support (ACLS), international trauma life support (ITLS), PALS, PEPP, advanced airway management, CPR, and/or drug treatments. Performs invasive and non-invasive procedures on patients with life threatening and non-life-threatening conditions per established procedures or as authorized/directed by physicians. Responds to cardiac and respiratory emergencies, performs cardiac monitoring and defibrillation; maintains circulation controls bleeding and provides spinal management and immobilization. Provides fluid resuscitation by IV and manages trauma injuries, bleeding, and post-traumatic shock. Observes, records, and monitors patient's condition and effects of medication, and performs rapid sequence intubation according to established medical standards. Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals. Takes appropriate measures to prevent disease transmission or exposure to bodily fluids. Operates or utilizes various emergency vehicles and emergency/medical equipment, tools and supplies which may include ambulance, extrication tools, blood pressure cuff, cardiac monitor, glucose monitor, defibrillator, endotracheal tube, external pacing device, 12 lead EKG airway equipment, intravenous pump, laryngoscope, oxygen terminal, pulse oximetry monitor, CPAP, auto-ventilator, pediatric equipment, medical supplies, radio communications equipment, and general office equipment. Provides treatment as prescribed in the protocol and may make modifications to the protocol, if necessary, within prescribed limits set by the Emergency Department provider. Conducts a complete examination of the patient's condition to determine the nature, extent, and seriousness of the injury or illness. Will also search for medical alert symbols that provide the patient's medical status.
