Job Description:
 The Institutional Animal Care and Use Committee (IACUC) Manager will work under the direction of the Associate Director, Animal Research Compliance (ARC0, and in close collaboration with the Center for Animal Resources and Education (CARE) to provide high-level management of Brown Universityâ™s animal care and use program. The IACUC Manager works independently to support the IACUC to ensure the institution complies with all applicable laws, regulations, and institutional policies that govern animal research at Brown.
The incumbent will have in depth knowledge of the regulations governing animal research and the ability to interpret and apply the regulations and institutional policy in various situations. He/she will have experience presenting complex information in a clear and concise manner, including a demonstrated track record of organizing and implementing training and education programs to a broad audience. The IACUC Manager must be a strategic problem-solver with exceptional interpersonal skills and a customer service focus, and will be able to work with all levels within the organization, including faculty and senior officials.
Major Responsibilities
Management of Animal Research Protocol ReviewÂ
- Conducts in-depth  administrative and technical pre-review of submitted research protocols and works with investigators and their support staff to develop complete, accurate protocols that comply with institutional policy and governing regulations.Â
- Develops and implements outreach and education programs for faculty and staff submitting animal research protocols; meets individually with researchers as needed to provide hands-on guidance with protocol development and navigation of the electronic submission system
- Works directly with the IACUC Chair, IACUC members and CARE staff to ensure timely review and approval of new protocols, amendments, annual reviews, and de-novo reviews.Â
- Manages the electronic protocol database system through which protocol submissions will be routed, IACUC reviewers will review protocols, and overall protocol tracking will be conducted.
- Troubleshoots electronic system problems in partnership with ARC, CARE, Research Administration Information Systems (RAIS), and the research community.
- Compiles electronic system metrics for program stakeholders and internal program improvement initiatives.
- Manage Memorandum of Understanding (MOU) protocols and relevant documents.
- As an alternate voting member of the Institutional Biosafety Committee, works closely with the Biosafety Officer (BSO) and Environmental Health and Safety (EHS) to ensure IACUC protocols with hazardous agents are appropriately linked with IBC protocols and the content is correct.
IACUC Administration
- Facilitates and guides IACUC meetings; develops and administers ongoing training of IACUC members regarding changing regulations and other topics of interest
- Coordinates semi-annual program review and presentation of results for the IO
- Engages in the implementation of a Post Approval Monitoring (PAM) Program which includes Researcher Engagement Visits (REVs), CARE requested PAM visits, and IACUC sanctioned PAM visits.
- Develops new policies, SOPs and guidance documents, at the IACUCâ™s request.
- Tracks statistics related to protocol turn-around time, trends in Brown animal research, and generates data and statistics for quality assurance and quality improvement initiatives.
- Participates in the recruitment and onboarding of any new IACUC members; ensures IACUC membership is up to date and meets regulatory requirements. Lead new IACUC member orientation trainings.
- Manages the IACUC website (and future websites) and assists with keeping web pages current.
- Mentor and support IACUC Specialist and intern/externs as needed.
Maintain Regulatory Compliance
- Prepares drafts of all required annual reports to governing / accreditation agencies, including coordinating review and approval by all stakeholders.
- Engages in all regulatory site visits, including unannounced USDA inspections and AAALAC accreditation reviews.
- Responsible for independently drafting letters of non-compliance and reporting non-compliance to regulatory agencies; ensures corrective actions are implemented.
- Stays abreast of changing regulations; interprets regulations independently and recommends programmatic adjustments / process changes as needed; ensures Brown remains in compliance with all governing regulations
- Develops and implements a comprehensive outreach and education program for researchers engaged in animal subjects research.
- Serves as alternate voting member on the IBC, attends pre-IBC and IBC meetings, reviews IBC protocols and acts as a bridge between the IACUC and IBC at Brown University.
Job Qualifications
- Bachelorâ™s degree
- 3-5 years animal research compliance experience
- Demonstrated knowledge of the Guide for the Care and Use of Laboratory Animals, PHS Policy on Humane care and Use of Laboratory Animals, USDA AWA and Animal Welfare Regulations, and AAALAC International
- If not already a Certified Professional IACUC Administrator (CPIA), the IACUC Manager will be expected to obtain CPIA certification within 2 years of hire.
- Experience developing and/or maintaining computerized databases and tracking systems
- Detail-oriented with strong organizational and time management skills.Â
- Self-starter with the ability to prioritize and solve problems.
- Customer-service focused approach with strong interpersonal skills. Confident public speaker. Highly effective oral and written communication skills necessary.
- Experience working with highly sensitive and/or confidential information.
- Demonstrated ability to support a community of diverse perspectives and cultures in an inclusive environment
